Masuka strengthens bilateral ties at Africa Water Investment Summit

Masuka presented Zimbabwe as a prime destination for water-related investments, highlighting a favourable regulatory environment supported by the Zimbabwe Investment and Development Authority’s one-stop investment centre and the technical expertise of the Zimbabwe National Water Authority (Zinwa) in delivering large-scale projects.

LANDS, Agriculture, Fisheries, Water and Rural Development minister Anxious Masuka last week had a highly-productive second day at the AU–AIP Africa Water Investment Summit 2025 in Cape Town, engaging in strategic bilateral talks and securing private sector interest to advance Zimbabwe’s water sector.

Masuka presented Zimbabwe as a prime destination for water-related investments, highlighting a favourable regulatory environment supported by the Zimbabwe Investment and Development Authority’s one-stop investment centre and the technical expertise of the Zimbabwe National Water Authority (Zinwa) in delivering large-scale projects.

The Infrastructure 6.0 framework --- covering electricity, irrigation, potable water, fisheries and wastewater management — featured prominently in discussions.

South African water solutions leader Sizwe Amanzi expressed strong interest in piloting a proof-of-concept investment model in Zimbabwe.

Key bilateral meetings included:

  • The AU Commissioner for Agriculture, focusing on soil and fertiliser management to boost productivity and water efficiency across Africa in preparation for 2050 food security needs.
  • Botswana’s Minister of Water and Human Settlements, addressing proposed cross-border water abstraction projects, their environmental and social implications, and co-operation through the local water cost commission.
  • Ethiopia’s Minister of Water and Energy, exploring joint strategies for sustainable water resource management and technology transfer.
  • Lessons were also shared on how to mobilise domestic resources to build a dam exceeding Lake Kariba’s 64 billion cubic metre capacity using only local expertise.

“These engagements reaffirm our belief that water is more than just a constitutional right; it is a powerful economic enabler,” Masuka said.

“Partnerships like these will help Zimbabwe turn its water potential into tangible, transformative outcomes.”

The summit continued on Friday with investor-focused sessions, where Zimbabwe presented bankable projects ready for immediate implementation.

Masuka was accompanied to the three-day summit by Zinwa chief executive officer Taurai Maurikira, the chief director in the Department of Water Resources, Irrigation Development and WASH co-ordination in the ministry, Tinayeshe Mutazu and ministry’s director for WASH co-ordination.
