
BULAWAYO councillors have called on residents to register for electronic billing so that they can access their bills online and reduce paperwork amid concerns over delays by the local authority to deliver bills.
In an interview yesterday, ward 2 councillor Adrian Moyo said there was need for residents to register as this would help them to access their bills on time.
He said e-billing would improve efficiency as some property owners lived outside Zimbabwe and could access their bills making it easier for them to pay.
Moyo said the paperless approach would help the local authority and residents as they would be able to access their bills regularly.
“At the moment the residents have been crying over delays in their bills reaching them on time hence e-billing will help as one can access their account using their electronic gadgets,” he said.
Moyo said time lines and some expenses would be reduced.
“The e-billing system will help the residents to be aware of the developments hence making it easier for them to stay informed about the developments within the local authority for their benefit as residents,” he said.
Meanwhile, ward 28 councillor Ntandoyenkosi Ndlovu has expressed concern over the delay by the local authority to release bills to ratepayers.

According to latest minutes of a full council meeting, Ndlovu said the e-billing system was currently not working well as it was not responsive at times.
BCC deputy financial director Cyprian Dabengwa said the interruption of network in the e-billing system was due to power cuts.
“Dabengwa said the IT department had a solar system which it used as an alternative solution in times of power cuts and it was working towards providing sufficient power alternative solution to rectify the issue of network challenges in the future,” the minutes read.
