
CONSTRUCTION Industry Pension Fund finance executive Phoebe Chawasarira has been elected as the Zimbabwe Association of Pension Funds (ZAPF) chairperson.
Chawasarira, who takes over from First Mutual Life Employment Benefits eхесutive, Williefaston Chibaya, will be deputised by Zimnat business development and investments executive: Employee Benefits, Wonder Mudyambudzi.
Communications and Allied Industries Pension Fund accountant Evans Doba is ZAPF’s honorary treasurer.
Chawasarira has over 20 years of experience driving strategic financial leadership in the insurance and pensions industries.
The new chairperson has been instrumental in transforming financial systems, strengthening corporate governance and steering financial strategies that deliver sustainable growth and value for stakeholders.
“I was deeply honoured to be appointed chairperson of the Zimbabwe Association of Pension Funds. This appointment is both a privilege and a profound responsibility, and I am grateful for the trust and confidence placed in me by my peers,” Chawasarira told NewsDay Business in an interview.
“I am committed to promoting good governance, regulatory compliance and innovation, while championing policies that strengthen retirement security and restore confidence in our pension system.
“I look forward to working closely with industry players, regulators, and policymakers to advance reforms, encourage investment growth, and ensure the long-term viability of pension funds in Zimbabwe.”

With a background spanning executive roles in private and institutional finance — including First Mutual Holdings and Tristar Insurance — Chawasarira brings expertise in financial strategy formulation, investment oversight, risk management and stakeholder engagement.
The new ZAPF boss has a proven track record of designing and implementing robust financial planning processes, strengthening internal controls and driving digital transformation in finance and administration.
Chawasarira holds a BSc (Hons) in Applied Accountancy (Oxford Brookes University), is a qualified member of ACCA, and holds an MSc in Strategic Management.
Chawasarira is currently pursuing certification in tax accountancy to further deepen her financial expertise.
She served as a council member and chairperson of the investments committee for the ZAPF and is a former board member and audit committee chair for EduLoan (Pvt) Ltd and past treasurer of the Insurance Institute of Harare.
ZAPF council members are Prisca Nyavera (MIPF), Lindah Mariwandeh (Old Mutual Life Assurance), Malvern Mhlanga (Simbisa Brands), Bright Kondo (Zesa Pension Fund) and Shelton Sibanda (Imara Asset Management).
Others are Josephine Macheka (Minerva Benefits Consulting), Takaedza Matambo (Fidelity Life), Cedric Chudu (CBZ), Kudakwashe Shirichena (Triangle Pension Fund) and James Matiza (NSSA Pension Fund).
