
Bulawayo City Council has been urged to enforce anti-littering by-laws and penalise litterbugs to deter them from illegally dumping waste everywhere.
Bulawayo Progressive Residents Association (BPRA) secretary for administration, Thabani Ndlovu, said awareness campaigns against littering were not enough.
"The problem is the residents have got this culture that has grown into them, they see the trucks that take garbage but you see people dumping waste everywhere," said Ndlovu.
“The only way to stop this is to penalise the culprits.”
Bulawayo United Residents Association chairperson, Winos Dube, said strong measures were needed in the anti-litter campaign.
"The illegal dumping can trigger some diseases such as cholera and they bounce back to us and we end up being affected by the diseases," Dube said.
Councillors have previously called for stiffer penalties against littering to combat the practice.
They argue that illegal dumpsites were providing a conducive environment for mosquito breeding and spread of other diseases.
