
PRESIDENT Emmerson Mnangagwa and self-imposed Citizens Coalition for Change (CCC) interim secretary-general Sengezo Tshabangu will today hold separate meetings with councillors from across the country in Bulawayo.
Mnangagwa will convene an indaba with councillors from across the political divide, where he is set to launch the Minimum Service Delivery Standards and the Urban State Land Management.
The initiatives aim to enhance service delivery and improve land management in local authorities.
In a letter dated June 17, 2025, seen by NewsDay, the Local Government ministry said all councillors from across the country were expected to attend the indaba.
“In the same vein, His Excellency will be launching the Minimum Service Delivery Standards and the Urban State Lands Management Policy at the same gathering,” the letter read.
Councillors told NewsDay that they expect Mnangagwa to announce their perks after they demanded benefits during the previous indaba held in Harare last year.
On the same day, Tshabangu will host CCC councillors for a caucus, focusing on party-specific issues and strategies.
In a statement, Tshabangu said councillors would nominate the interim party leadership.

Tshabangu's caucus comes amid ongoing controversy surrounding his legitimacy within the CCC.
